Belfast City Council is seeking a high calibre Programme Manager with experience in Local Energy Systems to develop and manage a series of projects aimed at decarbonising the energy system working closely with the Climate Commissioner.

The Council is committed to delivering a portfolio of net zero projects aimed at delivering against the city’s emission reduction targets and supporting an inclusive transition to net zero. Our work encompasses several foundational areas of work and project preparation studies that are designed to lead to a programme of work that reduces carbon and brings social and economic benefit.

The Council has developed a Local Area Energy Plan which will inform the development of a pipeline of decarbonisation projects across the City. A feasibility study is also being commissioned for a heat network in the city centre. Alongside this, there is also work underway to assess the potential for solar PV on roof-tops aimed at accelerating the deployment of solar PV across the City.

The role offers the ability to innovate, demonstrate and deliver across a comprehensive range of energy challenges. This presents a unique opportunity to support the delivery of Belfast’s Local Area Energy Plan while will also driving regional growth and showcasing net zero solutions. The work will also support the place-based delivery of NI’s Energy Strategy and draft Green Growth Strategy at the local level in Belfast.

This new role will bring together cross-sector partners to support the innovation, demonstration and delivery ecosystem for the benefit of local businesses, accelerating delivery of net zero projects across the City. 

You will work closely with the Climate Commissioner to develop and deliver a prioritised pipeline of local energy projects that will include but not be limited to decentralised energy generation, energy infrastructure and decarbonisation of heat and transport. You will also provide energy sector expertise to community-based organisations which are developing local energy projects.

You will demonstrate a broad understanding and up to date knowledge of local energy systems approaches and how to develop and deliver decarbonisation projects. You will have a track record of delivering transformational low carbon projects working with organisations in both the public and private sector. The role requires strong relationship management skills, the capacity to engage with businesses, researchers and communities to identify opportunities for collaborative working and business case development.

You will undertake effective stakeholder management with public, private and third sector organisations, industry bodies, government and government agencies to build effective relationships and networks to drive growth and capacity in local energy projects.

This role will suit individuals with proven experience in energy systems preferably at the local level combined with the ability to manage complex tenders, as both a Bid Manager and Bid writer compiling professional responses, working to strict deadlines.

The post will report to the Climate Commissioner.
